The Enclave at Gross Lake Master Association does not have the authority to enter "Abandon properties," as we do not own the lot.   The Enclave at Gross Lake Master Association cannot trespass in a property in litigation.  It is painful to watch properties become an "Eyesore and Nuisance" to our community.  The Enclave does not own the land.  We will take the following steps to resolve the issues: issuing daily violations, contacting the Bank and or Code Enforcement.

The Enclave at Gross Lake Master Association due is $300 yearly.  The dateline for payment is February 28.
 
The payment can be made through QuickBooks or via mail: Be sure to have your account number.  If you do not have an invoice please call Ms. Windy.  Also, you have the option to drop a check or money order with the HOA.
 
We want to remind our homeowners whether you use the Amenity or not, it is your responsibility to pay the dues.  In order for the Enclave to continue functioning, we all have to do our part.

Dear Residence:
The Enclave HOA after contacting the Newton County Chairman Banes and inquiring about "Solicitation Permits" I was told by Chairman Banes the following:
1. Newton County does not issue "Solicitation Permits.
2. Newton County System does not showed license for: VIVINT, Ecosystem and ADT.
Please stop opening the door of your home to this individual, instead call 911 and report the stranger at your door. Nobody has the right to invade your space.  If you call 911 it helps the Sheriff office track the issues affecting our community

Please, if you did not make an appointment with a company, do not open your doors to any strangers.  Do not provide your private information and do not give money to anyone.  These two past week we received several complains of residences being disturb in their homes by solicitation from: VIVINT and ECOSYSTEM.  These company are located in Florida and these so call "Sales Agents" are not from Georgia.  These individuals do not take a NO for an answer, some of them are dis-respectful and they knock on people doors from 8am to 10pm.  These individuals and the company do not have any authorization to harass any residence at The Enclave.  We suggest you call the Police and report it.  We need a paper trail. Thank you.
 
POLITICAL SIGNS

The Enclave at Gross Lake Master Association after receiving several complaints and pics from our residences of "Political Propaganda" taped to residences mailboxes, The Enclave at Gross Lake wrote a letter to the candidates to informed and reminded them off The Enclave at Gross Lake restriction on Political signs and propaganda in our neighborhood.  We received an apology from the candidates. The next day both candidates came back to the Enclave and removed the remaining signs.

BASKETBALL RULES AND REGULATIONS

1.       Parents must register their child(ren) and agree to all rules and regulations of the 2024 Basketball program rules.
 
2.      Child(ren) under the age of six (6) years old must be accompanied by an Adult / or person over the age of twenty-one      (21). 
 
3.      NO DROP-OFFS ARE ALLOWED FOR CHILDREN UNDER THE AGE OF SIX (6) YEARS OLD.
 
4.      All participant(s) must wear athletic sneakers.
 
5.      All Basketball participants must always have and wear the proper amenity wristband. The wristband will be provided to eligible participants by the Basketball Manager upon registration day. 
 
6.      NO EATING OR DRINKING while on the Basketball court. All players must step outside the court.
 
7.      Player(s) / Child(ren) are not allowed by the lake or other areas of the Amenities without parent/guardian supervision. 
 
8.      All participants are to remain in the Basketball court area. Participants will not be allowed to cross the street to the   apartment building. 
 
9.      Participants are not allowed to bring FRIEND(s) from other subdivisions until a parent(s) has registered the child(ren).
 
10.  Participants / non-participates are not allowed to “HANG OUT” at the basketball court. If you are coming to the Basketball Court “YOU MUST PLAY BALL”
 
11.  Snacks are provided to all participants. PLEASE DROP YOUR GARBAGE IN THE GARBAGE CAN PROVIDED  
OPERATION CLEAN YARDS

The Enclave at Gross Lake Master Association would like to say, "Thanks" to the residences at The Reserve and Lakewood Estates for cleaning the leaves from their properties.  We encouraged those that still have leaves in their yard to please, "Clean the yards."   To those residences who choose to ignore, a fine of $25 will be place in the account.  Do we really need to do that?

INSURANCES COST

The Enclave HOA insurance cost for the year 2024 has increased.   The Enclave HOA remained mindful of any liability and continue to enforce the rules.  Yes, we have many rules and regulations to protect our community and to avoid higher increases on the insurance.  If you see something that can increased our liability, please bring it to the attention of the Board.

Proxies

PROXY VOTING:
"Unless the association’s Bylaws prohibit or limit proxy voting, the Georgia Non-Profit Corporation Code allows members to vote in person or “by proxy” at all membership meetings. Further, most community association Bylaws allow the quorum count for a meeting to include those members who have appointed a proxy to attend the meeting and vote on his/her behalf. Those members who have appointed a proxy to vote on their behalf are deemed to be “present by proxy” at the meeting.  For those of you that do not know, a “quorum” is the number of people who must be present in order to call the meeting to order to conduct business.   If there is no quorum, no business, such as voting on election of directors, can be transacted at the meeting.  Given the importance of achieving quorum, most community associations send out proxy forms with notices of meetings to encourage members to return a proxy if they do not plan to attend the meeting.   This increases the chances that the community association will reach its quorum requirement."
In addition, homeowners know who they wish to vote for.   They know their Board members and who is dedicate to their duties in the community.  All homeowners have the option to vote for the leader of their choice. 
The Annual Meeting Code of Conduct

Dear Homeowners:
The Annual Meeting is held every year with the following purpose: Reports on the functioning of the Enclave, Financial Report/Budget, Violations, major issues affecting the community and any special projects.  Finally, Board Election, which is facilitated by two homeowners who demonstrated no bias or favoritism.  These homeowners are professionals who take their election process very seriously.  On 2022-2023 election, the legal Firm of Winter and Capriola oversee the process and found the Enclave Election process was in accordance with the GA Law. 
The Annual Meeting is not formatted for grievances or to voice personal opinion or dislikes towards Board members or staff.  If you want to voice your opinion it is required to be done in a professional and respectful manner.  The verbal abuse, lies, accusations and misinformation will not be tolerated.  The Board have forms for grievances available to the homeowners at every meeting. There is no need as adult to communicate with hate, anger and be disrespectful.  Any homeowners that display this type of behaviors will be asked to leave the meeting.

ILLEGAL DUMPING OF LEAVES ON COMMON AREAS

On November 17, 2023, a white Chevrolet Z71 pickup truck plate no. XEP558. the individual driving this vehicle was dumping leaves on the entrance of The Reserve where the Water system drainers are located.  
The penalty for this action is a ticket by the county but also a $250 fine on the spot by the Enclave HOA.  Please talk to the landscaper who you hired.  There is no: blowing grass clipping in our streets or common areas or illegal dumping of leaves in the common areas.  This individual selected the area that hold The Enclave water system.   Please protect your community by educating the landscaper.   The Enclave is not a dump. 
If you see any landscapers vandalizing your community, take pictures, call the police and reported to the HOA.

THE RESERVE BARSHAY GATE

The Reserve at Lakewood Estates HOA members requested the removal of the "EMERGENCY GATE" located at the Barshay Block.  The Enclave Master Association complied with their request as we do not have any legal rights to the property. 
 
The Enclave HOA installed the gate five years ago for safety and security of the residences at the Enclave.  The gate installation was supported by many of the residences at The Reserve. 
 
On October 25, 2023, at approximately 2:45 pm the gate was removed.  
The gate is open, but residences should not drive in that area because the next property does not belong the Reserve.   We do not encourage anybody to trespass in other people property.
 
If the Reserve al Lakewood Estates homeowners have any concerns or complains please contact the Reserve HOA.

WE HAVE RECEIVED REPORTS OF A CAR BREAKINGS LAST WEEK (10/9-10/15) 
 
The individual/s cross over through the fence behind the homes at the Reserve from Salem Cove apartments.   It was reported that he has, "Flashlight" to guided him.
Be sure not to leave computers, weapons or anything valuable.  Also check the cameras and be sure it is working properly.

HIGHGATE PARKING RULES

HOMEOWNERS & TENANTS OF THE HIGHGATE A SUBDIVISION OF THE ENCLAVE AT GROSS LAKE MASTER ASSOCIATION.
 
The Enclave Master Association and The Highgate Homeowners Association has come together to addresses, "Parking Practices" of our residences.
 
The parking on the streets of The Highgate subdivision is totally, "Out of control" and has become dangerous, difficult and in-consider to the residences in the community.  The number of vehicles parked on the streets make it difficult for: School Buses to pick-up and drop the children (In some cases disable children); Residents cannot enter or exit their individual driveways; EMS services have difficulty driving through to get access to emergencies.
 
If you are a homeowner or tenant or a guess, The Enclave Covenants and Restrictions apply to all equally. For many years we have utilized different strategies to change the behavior but has not work.
 
We are going to ask all residents to park their vehicles in their driveway and garage.  If there is a need for extra parking, we welcome the vehicles to be park at The Center.  If you have a gathering be sure to communicate with the neighbor.  Also, The Enclave Center has parking available unless we have an event for the evening.  We suggest calling The Enclave HOA and let us know when you need parking for your event. (Park at your own risk.)

A residence of our community has decided to send, "FAKES VIOLATIONS NOTICES."   The individual/s has gone so far as to incorporate the Enclave official physical address on the envelop and the sender's name as, "NEIGHBOORS OF THE ENCLAVE."  The mail is sent out from "Atlanta Metro."   This is a "SCAM!!
 
The recipient of the "Scam letter" happen to be well educated on the County Ordinance and the Covenants & Restrictions of the HOA.  
 
If any residence receives a letter from the "NEIGHBOORS OF THE ENCLAVE" PLEASE CCONTACT THE ENCLAVE AT: 770-7091268.
The Enclave

Residents at The Enclave
 
The Enclave has an initiative with the Sheriff Office to deal with some of the incidents in the resents weeks at The Enclave.  There will be Patrol units at the Enclave on a regular basis.   We ask all residences if you see something, said something.   We are not going lose our Enclave to those that do not want to follow the law.   
 
For the most part, The Enclave is peaceful and safe.   We will continue to fight and address any incident that can affect our quality of life.  Be watchful, be sure you have plenty of light in the front and back yard and definitely install a camera.

The Barshay Exit at The Reserve at Lakewood Estates SUbdivision

TO ALL RESIDENCES AT THE RESERVE AT LAKEWOOD ESTATES:
 
The Reserve at Lakewood Estates HOA and Newton County requested that the "EMERGENCY EXIT," at Barshay Drive be open for free access.  As of 9/13/2023 at approximately 1:00pm the locks have been removed.   The entire gate will be removed on 9/14/2023. 
 
Please keep in mind that if you travel through that road the next exit is private properly. We encouraged you to install cameras and register with Newton County Sheriff Office.
 
The Enclave at Gross Lake Master Association is not responsible or liable for any incident while our residences travel through the road.

INCIDENT AT THE RESERVE

ON THE EVENING OF 8/31/2023 THE COLSER DRIVE BLOCK AN INDIVIDUAL WAS "PICKING" ON ANOTHER RESIDENCE BACK DOOR WHILE THE FAMILY WAS HOME.  THE INDIVIDUAL WHO WAS TRASPASSING LOOKED AT THE CAMERAS ANDF REALIZED THAT HIS ACTIONS WERE ON CAMERA AND DECIDED TO LEAVE.
 
NODOBDY AT THE ENCLAVE WHETHER IS A HOMEOWNER OR A TENANT HAS THE RIGHT TO WALK IN ANYONE BACKYARD AND NEVERTHELESS, "LOOKING" THROUGH WINDOWS.
 
THE ENCLAVE MASTER ASSOCIATION WILL NOT TOLERATE THIS TYPE OF BEHAVIOR.  THIS ACTION PUT EVERYONE LIFE IN DANGER.

Management Companies BE AWARE OF THE BY-LAWS

TO ALL MANAGEMENTS COMPANIES AND INVESTOR RENTING AT THE ENCLAVE AT GROSS LAKE
 
The Enclave at Gross Lake wants to remind Managing Companies and Investor Groups that we all responsible to follow the CCR.  We are all responsible for the upkeeping of the properties we own at The Enclave.   Whether is the interior of exterior of the property.   The Enclave is more concerned on the exterior of the property and the lack of communication with the tenants on their responsibility to keep and maintain the exterior of the property, which impact the values of the home and the community standards.
 
Some of issues we are confronting are:
1. Lack of yard maintaining, (lawn, shrubs and trees)
2. Illegal dumping of garbage, furniture and other on the driveways and common areas.  (Is being ignored for weeks)
3. Management Companies ignoring violation Warnings.
4. Investors and Management Companies ignoring the Homeowner Association/No registration or information.
5. The tenant is not receiving proper information about the Covenants and Restrictions. 
 
The Enclave at Gross Lake Master Association will continue to place fines on the property account until the Violations are resolve.
 
We understand you do live here, but we do.  Our main goal is to keep and maintain a healthy and clean environment for all residences.

HIGHGATE INCIDENT UP TODAY

Good morning this is an up today on the victim at The Highgate subdivision.  The young adult is recovering from surgery.  Thank you all for your prayers and concerns.    We will continue to communicate with the family so we can share the correct information.   Let the process follow its course.  I understand you all want answers but at this time, I do not have answers on the crime.   I refuse to assume.

On August 25, 2023, at approximately 12:15 am, an incident occurred at a home located at Lakeside Circle at the Highgate subdivision.  The incident appeared to be a robbery.  The perpetrators shot one of the residences 10 times.  The young man is in the hospital fighting for his life.  At this time, we are asking for prayers.   This explanation was giving by the family who request privacy to deal with this issue.  We will not answer any more questions about this case as we are sure there is an investigation by authorities and unless the family release a statement to the HOA. 
 
 
ON AUGUST 26, 2023, A STATEMENT WAS PLACED ON THE FACEBOOK PAGE "ENCLAVE HOA" TO THE ENCLAVE COMMUNITY AFTER SPEAKING WITH THE MOTHER OF THE VICTIM.

THESE TYPES OF VEHICLES ARE NOT ALLOWED IN A SUBDIVISION.   WE TRY TO WORK WITH EVERYONE IN ACCOMADATING THEIR NEEDS BUT THE LAW IS THE LAW.  CALL THE HOA IF YOU HAVE ANY QUESTIONS ON HOW TO PROCEED.

The Enclave Center was purchased for the following reasons:
 
1. To control the exit property which is classified as a "Commercial Property." Under the ownership of the Enclave Master Association give us the power to decided what kind of business can be establish on the property. 
 
2. It benefit the community as a whole for extra parking.  If you need to park let us know.  We are not responsible for your vehicle, but we have cameras and so far, the area has been safe.

3. Residences can rent the Center for small events without breaking their wallets. (Baby shower, Bridals, Sport events, Girl Night. etc...)
 
4. We offer activities for the 55 plus during the fall and Winter.
 
5. We run a small pantry with donations from our residences. 
 
6. The Center is available for HOA meetings and as an office space.
 
7. The Center is available for Private Meetings by outside entity. (Such as Not-For Profit, HOA, Eastern Star. etc...)

Attempted Car Theft
Attempted crime in the Enclave. The car was parked in the driveway overnight. Criminal gain access to locked car, but were not able to drive off. There was literally nothing in the car to steal. Please be mindful a group of guys walking around the streets in the night between 1am to 5am. I didn't have a camera when the incident occurred. I have since purchased a camera. FYI

The Basketball program is not open during the early hours of the day.  We will not change hours to accommodate individuals scheduled.  The Enclave Master Association create, install and run the Basketball Program to provide a safe place for our children to play ball.   The Enclave at Gross Lake HOA will not tolerate any homeowner or residence "Jumping the fence."   The fact is because you are a homeowner or residences does not give you the right to break the rules.  If you are a new homeowner, please find out the reason for the Basketball to be monitor.  If you think because you are a homeowner it gives you the right to break the law, change the rules and "Jump the fence" YOU ARE WRONG!

The Entrance and Exit of the subdivision landscaping has serious damage due to reckless driving and drivers.   Our front areas of the subdivision landscaping we try so hard to keeping well manicure but if homeowners, residences and guess, continue to drive with disregard we will continue to incur hundreds or dollar and damage and repairs.    At this time, we do not see other options to alleviate the problem but to install Yellow Bollards" on the entrance side of the subdivision.   It will definitely change the look of the entrance, but we hope that it will protect the Brick Wall.

Our seniors and children are welcome at any time.  
 
The pantry is located at The Enclave Center 5 Lakeside Circle at the entrance of the Highgate subdivision.  We received donations of anything that is good and fresh.
 
Every Thursday 5:00pm pick up bread and pastries.
 
Saturday 10-12noon pick up food.

IN FOUR MONTHS, WE HAD 6 ACCIDENTS IN THE ENTRANCE AND EXIT OF THE SUBDIVISION.  WE CLEANED AND FIXED THE AREA INMEDIATELY.   IS GETTING COSTLY, DANGEROUS AND IS BECOMING A NUISANCE TO OUR COMMUNITY.   MANY OF THIS INDIVIDUALS LIVE OR VISITING THE ENCLAVE.   IF THE HOA INDENTIFIED THE PERPETRATORS WE WILL PURSUE LEGAL ACTION AGAINST THE HOMEOWNER AND THE RESIDENCE.  WE HAD ENOUGH.  THE HOA IS GOING TO PLACE "SURVEILLANCE CAMERAS" IN KEYPOINTS OF THE SUBDIVION.  BE AWARED

The Enclave at Gross Lake HOA ask from all our residences and guest to restrain from speeding at Gross Lake Parkway and at the Pool parking lot.   We have children participating in recreational activities at the Amenity.  Many of these activities required for the children to walk from home to the Pool Parking lot. There is no need to speed and in the process hurt a child.   Last month, we had two accidents at Gross Lake which damage the landscaping.   We can always replace the landscaping but we can not replace a life.   
 
 
Please we ask you to restrain from speeding through the streets of the Enclave.

WHEN YOU LEAVE YOUR DOG OUT IN EXTREME CONDITIONS IS IN HUMANE.  TREAT YOUR ANIMALS WITH RESPECT!!!!

WE NEED YOUR SIGNATURE FOR SPEED BUMPS.  THE MONITORS AT THE POOL HOUSE WILL ASSIST YOU.  
IF YOU WANT THE SPEED BUMPS TO BECOME A REALITY, SUPPORTS OUR EFFORTS.    We hope to do better in 2022 and collect the correct amount of signatures to start the process with the Newton County.
